Lombardo, who vetoed a bill in 2023 on the issue, said he was looking more into the issue and had convened an “interim stakeholder working group" without providing more details. </li><li>One new proposal in Ford’s plan is to cap security deposits to the equivalent of one month’s rent. Nevada law currently allows landlords to charge up to three times the price of a month’s rent for a deposit — a rule that his plan says “is untenable for working families.” </li><li>He also called for more rental and down payment assistance. Attorney General Ford Announces State Legislator Endorsements

Today, President Trump <a href="https://x.com/yashar/status/2008959425067827230?s=46">announced</a> that he will call on Congress to ban large institutional investors from buying single-family homes – putting him directly at odds with Joe Lombardo who vetoed <a href="https://gov.nv.gov/uploadedFiles/gov2022nvgov/content/Newsroom/vetos/2023-06-16_Veto_SB395.pdf">a bill</a> that would have limited the ability of Wall Street corporate landlords to buy up housing stock in Nevada and drive up costs. Lombardo <a href="https://nevadacurrent.com/2025/05/28/at-lombardos-request-hansen-reluctantly-blocks-bill-to-rein-in-runaway-corporate-home-ownership/">blocked</a> a similar bill during the 2025 legislative session, then refused to include it in his special session proclamation.&nbsp;Attorney General Aaron Ford has made it clear <a href="https://www.reviewjournal.com/news/politics-and-government/nevada/ag-ford-launches-bid-for-nevada-governor-3404102/">since day one</a> that as governor, he will sign legislation to limit corporate homeownership within the first 30 of the 2027 legislative session. Last year, Ford <a href="https://youtu.be/BdC3OVwyIeQ">demanded</a> that Lombardo support similar legislation during the 2025 special legislative session.&nbsp;After Lombardo’s veto, it was reported that the <a href="https://www.reviewjournal.com/business/housing/a-new-york-hedge-fund-is-the-largest-homeowner-in-clark-county-3344395/">largest single homeowner</a> in Clark County is a New York-based hedge fund, who owns close to<a href="https://www.reviewjournal.com/business/housing/this-company-is-likely-the-second-largest-homeowner-in-the-las-vegas-valley-3427264/"> 4,500 homes</a> in Clark County. The second largest homeowner, another Wall Street firm, is based out of Dallas and owns <a href="https://www.reviewjournal.com/business/housing/this-company-is-likely-the-second-largest-homeowner-in-the-las-vegas-valley-3427264/">another 3,400 homes</a>.&nbsp;“We’ll need to see what this bill looks like, but I’ve been clear: when I’m Governor, we’re going to limit Wall Street firms from coming into Nevada, buying up our homes, and pricing hardworking families out of their neighborhoods,” said Attorney General Aaron Ford. “Here in Nevada, Governor Lombardo has been our biggest roadblock to affordable housing. He vetoed and blocked similar plans to stop Wall Street firms from controlling our housing stock before refusing to include similar legislation in his special session proclamation. As I have said time and again, I am willing to work with anyone, Democrat or Republican, who is serious about lowering costs for Nevada families — that includes President Trump.”###

After Lombardo Vetoed Legislation to Limit Corporate Homeownership, Trump Sides with Ford on the Issue

<h4 style="text-align: center;">Introduction </h4>Under Governor Joe Lombardo, Nevada’s housing crisis has only intensified. Nevada now ranks second-highest in the nation for cost-burdened renters and fifth highest for excessively cost-burdened homeowners. Home prices climbed to record highs, and the skyrocketing cost of housing has resulted in Nevada having one of the highest eviction rates in the country. Homelessness in Nevada has surged to its highest point since the Great Recession.&nbsp; Instead of taking serious action to ease these pressures, Lombardo made the crisis worse – vetoing key affordable housing bills that would have curbed predatory landlords from abusing tenants, cracked down on junk fees, and stopped Wall<a href="https://www.reviewjournal.com/business/housing/a-new-york-hedge-fund-is-the-largest-homeowner-in-clark-county-3344395/"> </a>Street firms from pricing working Nevadans out of home ownership. Lombardo has consistently protected corporate interests while leaving Nevada families with fewer protections and higher housing costs. As Governor, Aaron Ford will work hand-in-hand with communities and municipalities across Nevada to tackle the affordable housing crisis and help make housing more accessible for all renters and homebuyers. Attorney General Ford plans to confront the crisis from every angle. He’ll stand up to tariffs that threaten to drive up housing costs even further, crack down on Wall Street firms coming into Nevada and pricing working families out of their neighborhoods, and encourage new construction by working with municipalities to ease the permitting process and use vacant land. Attorney General Ford believes Nevada should be the best place to raise family, to work, and to live. He also knows firsthand what it’s like to fight your way forward when the deck is stacked against you. That’s why he’s committed to making sure hardworking Nevadans aren’t forced to spend their entire paychecks just to keep a roof over their heads. As Governor, Ford will: Section 1: Protect Homebuyers and RentersNearly half of Nevada’s renters are now excessively cost-burdened. Families who are doing everything right – working hard, trying to save, planning – are finding themselves priced out of the communities they’ve helped build. That’s because&nbsp; corporate investors are buying up single family homes – contributing to the state's housing shortage – and landlords who are adopting price-inflating algorithms that push rents even higher. Nevada needs a Governor who will stand up for homeowners and renters who are facing sky high housing prices. Ford will limit corporate investors buying single family homes and crack down on predatory landlords. No Nevadan should lose their home so a corporation can increase its profit margin. <ul><li>Limit Wall Street from buying up single family homes: Investors own about 15 percent of all the single-family homes in Clark County and more than 25 percent in North Las Vegas. As Governor, Ford will put Nevadan families ahead of Wall Street profits and work to give tenants the first chance to purchase a home before it’s sold. He will limit the number of homes corporate investors can buy each year and increase transparency around corporate ownership by creating a corporate landlord registry.&nbsp; </li><li>Ban the use of algorithms and AI to set rent prices: As Attorney General, Ford championed legislation to ban corporate landlords from using algorithmic price-fixing software that pushes rents higher – legislation Lombardo vetoed. As Governor, Ford will sign legislation to prohibit landlords from price fixing by using software and algorithms designed to keep rent prices high. </li><li>Lower the cap on security deposits: With average rent at $1,970, Nevada law currently allows landlords to charge up to three times that amount – $5,910 upfront. That’s untenable for working families.&nbsp; As Governor, Ford will cap security deposits at the equivalent of (1) month’s rent, bringing Nevada on par with states like Alabama and Kansas. </li><li>Ban all “junk fees” and require full price transparency: Rent is expensive enough as it is. Nevadans shouldn’t have to navigate hidden charges. Nevada law currently requires the total amount of rent, including fees, to be presented in a tenant’s lease. As Governor, Ford will go even further to protect renters by banning extraneous “junk fees” not tied to real, measurable costs. </li><li>Expand Nevada’s Rental Assistance: Ford knows rental assistance can be the difference between stability and eviction. As Attorney General, he has already used settlement funds to establish a rental assistance program. As Governor, he will redouble his efforts to&nbsp; funding for programs that help cover the cost of security deposits, utility payments, and monthly rent. Programs like these are crucial to giving economic stability to everyday Nevadans as we work to address the driving factors making housing so expensive in the first place. </li></ul>Section 2: Build More Homes That People Can Afford For 70 years, Nevada was the fastest growing state in the nation. A booming population and skyrocketing construction costs from tariffs have pushed prices higher and higher. Today, only 6% of single-income earners in Southern Nevada can afford a home on their own. That’s unacceptable.&nbsp; As Governor, Ford will tackle the affordable housing crisis from all sides by making it easier to build new homes, seeking out opportunities for new construction, and working with local leaders. <ul><li>Accelerate Permitting for Affordable Housing Projects: Nevada can’t build the homes families need if projects get trapped in years of red tape. High fees and slow, complicated regulatory processes have deterred the construction of new housing in our state – especially new affordable housing. Ford will work with state and local government agencies to find and cut red tape at both the state and local levels that is detrimental&nbsp; to responsible and sustainable growth in the housing market. </li><li>Develop Vacant and Underused Land: Amid Nevada’s affordability crisis, 10,000 acres of land sits vacant in Las Vegas Valley that could be developed into new housing. Ford will work with local governments interested in&nbsp; that land, with state support for planning, infrastructure, and essential utilities like water, sewer, and power – turning vacant or underused land into affordable and livable communities. </li><li>Support First-Time and Public Service Buyers: Only 6.1% of residents in Southern Nevada can afford a home on their own.&nbsp; That statistic alone shows how badly the system is failing every Nevadan who strives to own a home of their own. As Governor, Ford will bolster funding for down payment assistance for first-time homebuyers, teachers, first responders, military families, and veterans using refundable tax credits. </li><li>Balance State and Local Needs: Nevada’s challenges look different in every community, and solutions must reflect that. In making sure we execute these plans effectively, local collaboration matters. Ford will set clear statewide goals and standards while giving local governments and stakeholders the flexibility they need to make decisions that work best for their communities on the ground. </li></ul>Section 3: Use Federal Land for Affordable Housing Nevada can’t solve its housing shortage without confronting the fact that the federal government controls 84% of the state’s land – far more than any other state. That imbalance makes it harder to build the homes we need. As Governor, Ford will work with Nevada’s congressional delegation and federal agencies to ensure that federal land sales prioritize affordable housing development. He will advocate for clear guidelines that balance housing with conservation, infrastructure needs, and safety, ensuring that each community benefits without sacrificing environmental protections. <ul><li>Partner with Nevada’s Congressional Delegation on Federal Land Sales: Ford will work with Nevada’s federal delegation to ensure our state has a real voice in Washington whenever federal land sales or transfers are on the table. The bill will slash food assistance while food insecurity is rising in Nevada — and I know what it’s like to not know where your next meal is coming from. It will gut health care, even as Nevada has seen the biggest increase in prescription drug prices of any state over the past three decades. It’ll cause our state to lose clean energy jobs and energy costs to rise. And it’ll increase the national deficit by $3 trillion. </li><li>All of this, and Gov. Ford spoke about guaranteeing school meals and investing in vocational education. The second largest homeowner, another Wall Street firm, is based out of Dallas and owns <a href="https://www.reviewjournal.com/business/housing/this-company-is-likely-the-second-largest-homeowner-in-the-las-vegas-valley-3427264/">another 3,400 homes</a>. Just last night, I had a town hall at UNR with Graduate Student Workers, where a young man literally told me that he is selling his plasma in order to pay his rent. That is how desperate this crisis has become.Under Governor Lombardo, housing costs in Nevada have hit record highs — and when he was given the opportunity to do something about it, by signing legislation that would have limited out-of-state corporations from buying up our homes and pricing Nevadans out of their communities, he failed to do so. Again, this month, he refused to include it in this Special Legislative Session. Now, because of his dereliction of duty, Nevada families are suffering and Wall Street hedge funds are the largest landlords in Clark County, having amassed thousands and thousands of homes. Whether its mutli-billion dollar Wall Street firms buying up all the houses or a massive property management companies facilitating collusion to illegally inflate rents, the story is always the same: powerful special interests rigging the system to pad their profits at the expense of working families. That’s why I’m proud to see Democrats and Republicans in the legislature coming together to pass this legislation in a bipartisan way that will uplift working families trying to buy their first home. And I want to commend Senators Neal and Hansen and Assemblymember Hansen, specifically. Senator Neal for her tenacity and Senator and Assemblymember Hansen for their courage. An open question remains as to whether Governor Lombardo will muster the comparable courage and finally do something to address this specific issue. Because let’s be clear, we wouldn’t be here but for the governor's initial veto and subsequent successful killing of the bill. And it now appears he wanted to water down the original bill even further and put the limit at 2,000. The bill settles at 1,000. It’s better than nothing. But it’s clear that it’s still corporations over people for Governor Lombardo. I hope that Governor Lombardo reverses his opposition and finally signs this legislation. So do Nevadans being priced out of homes and, indeed, entire neighborhoods.###

On Oct. 1, the current state Attorney General and Democratic candidate for governor spoke with over 40 attendees at the Democratic Center in Mesquite. </li><li>Ford arrived at the meeting late due to an accident on the freeway. In the meantime, attendees discussed upcoming events. Minddie Llyod, running for Clark County public administrator, gave a short speech. As Ford entered the room, attendees applauded. Without missing a beat, he strode to the front of the crowded room, beginning his speech, sharing his personal background. </li><li>One program started Ford on the right track: Upward Bound, a federally funded program helping the children of low-income families. He spent the summer practicing for the SATs, developing skills and motivation for success in higher education. </li><li>Ford went on to earn five degrees: four in education and one in law. In 1993, he became a single father and was determined not to drop out of school. Once again, government assistance helped him with food and housing. </li><li>These interventions serve as motivation for Ford today as he advocates for free school lunches, protecting Upward Bound and protecting Medicaid. Ford said over 100,000 people in Nevada, mainly seniors, are in danger of losing their benefits due to the “Big Beautiful Act.” Ford is concerned about the possibility of the demolition of the Department of Education. He believes that access to education, including vocational education, is crucial. </li><li>Ford added that families are being exploited not only by housing costs but also by rising medical costs. One attendee interjected with, “My wife works at the Salvation Army Food Bank. Every month between 900 and 1,000 people come through those doors.” </li><li>Others expressed their concerns about the cost of prescription drugs. </li><li>After Ford’s speech, attendees shared comments or asked questions, which varied from sanctuary cities to medical costs. Ford reiterated his stance on public education: “We need to properly fund public schools. Joe Lombardo at Reno campaign event</a><ul><li>Aaron Ford officially launched the northern flank of his 2026 campaign for Nevada governor Wednesday at a packed Teamsters union office in Reno.</li><li>The state’s attorney general, Ford is the Democratic frontrunner to take on incumbent Republican Joe Lombardo.</li><li>He told the noisy crowd of about 50 that he would be a bipartisan governor.</li><li>“I’ve sued both the Trump and Biden administrations because, to me, it doesn’t matter what side of the aisle you're on,” Ford said. “If you are doing something that hurts Nevada families, I'm not backing down.”</li><li>In Reno, he was introduced by Reno City Councilman Miguel Martinez and offered endorsements by Skip Daly and an energetic Angie Taylor, both state senators from Washoe County.</li><li>Nevada is one of the few states expected to have a close governor’s race in 2026. Are you seeing the results you want to see?FORD: Yes, absolutely. First, I’ll say that I acknowledged, right after Mr. Trump was elected, that he was our president, soon-to-be. I’m not an election denier. He won. What I’ve said is that he gets to implement his plans, his policies, his platform, his promises, but it must be so lawfully. And when he does not act lawfully, and if he negatively affects Nevadans, I’m going to see him in court. Whether it’s from freeing up important funds that were flowing to victims of domestic violence and sexual abuse, or whether it was freeing up funds that related to medical research, whether it was ensuring that he couldn’t engage in certain activities that were unlawful at the outset and negatively harm Nevadans, I’m quite pleased with the work we put in and the results we received.Q: What would you like to do to address the housing crisis in Nevada, if elected?FORD: The price to buy a home is at record highs, nearly half a million dollars in Clark County. The price to buy a home in Reno is more than $600,000. In 2023, (Lombardo) vetoed a bill to limit corporations from buying up homes and pricing hardworking families out of the neighborhoods.I would sign a bill that limits the amount of homes that out-of-state corporations and hedge funds can buy and pricing us out of our neighborhoods.I’ve demonstrated my ability to work with Democrats and Republicans alike to get affordable housing projects for veterans, for example, when I was senate majority leader. As attorney general, I prioritize the pocketbooks of hard work in Nevadans by going after corporate landlords who’ve been jacking up costs and pricing out working families.Q: What are your thoughts on the national conversation about affordability in the Las Vegas tourism market? What can or should be done at the state level to address that side of the economy?FORD: It goes back to Lombardo being afraid to stand up to Trump and not standing up to Trump and instead putting Trump’s interests ahead of Nevadans, whereas I’ve sued Trump for his tariffs, for example, that have led to a dramatic decrease in tourism and visitation in our state. Mesa Valley Progress: “Attorney General [Ford] reiterate[d] his core agenda: making Nevada more affordable for working families”

IntroductionWhen Nevadans have to choose between health care, paying rent, and putting food on the table, something is wrong with the system. As Governor, Ford will address health care affordability and access while cracking down on predatory practices that leave hardworking Nevadans with devastating medical debt. Ford’s plan addresses the range of barriers facing patients today, from cost of care to complicated insurance approvals. Nevadans deserve affordable health care, and that starts with bringing down the price of prescription drugs and protecting Medicaid. Ford will promote access by ensuring that Nevada’s health care system meets patients where they are – including in rural and underserved areas. Ford will also facilitate growth in the health care workforce and pass insurance approval reform to ensure that patients can get the care they need when those needs arise. As Attorney General, Ford has held big drug companies accountable for poisoning our communities, winning more than $1.2 billion in opioid settlements. As Governor, Ford will address predatory practices by Pharmacy Benefit Managers (PBMs) who pocket profits from prescription drug discounts and rebates instead of passing those savings on to help Nevadans afford their medications. Ford will also work to relieve medical debt and address causal factors by implementing a debt relief program and by cracking down on price gouging and fraudulent medical billing. Section 1: Expand Affordability &amp; AccessHealth care costs have risen across the board in Nevada, from prescription drug prices to hospital bills. With Trump’s cuts to Medicaid – and health insurance premiums already jumping 26% this year – affordable health care is becoming further and further out of reach for Nevada families. It is unacceptable that any Nevadan should have to choose between paying rent and paying for a prescription that keeps them healthy. As Governor, Ford will lower the cost of prescription drugs and fight to protect Medicaid, while addressing other barriers to health care access, including delayed insurance approvals and care shortages in rural communities. Lower prescription drug costs: Prescription drug costs have risen faster in Nevada than any other state. As Governor, Ford will cap the cost of many prescription drugs at the Medicare-negotiated rate, fight to protect Medicaid, and make sure Nevadans can get the medicine they need without cutting pills in half or skipping refills. That means lowering the cost of critical medications used to treat heart disease, diabetes, cancer, arthritis, and other serious conditions families face every day.&nbsp; Appointments: As Governor, Ford will ensure the Insurance Commissioner is focused on lowering costs for Nevadans and has no ties to insurance companies. Support implementation of Battle Born State Plans: As Governor, Ford will help connect eligible Nevadans to the state’s new public health insurance option, Battle Born State Plans, which are cheaper than alternative marketplace plans. As premiums rise this year, Ford will roll out an awareness campaign and conduct outreach to make sure Nevadans, especially our veterans, know their options for affordable plans with lower premiums. Expand affordable, preventative care: As Governor, Ford will increase access to affordable preventive care by investing in community health centers, mobile clinics, and telehealth. These models help deliver primary care, particularly to Nevada’s historically underserved and rural communities so that providers can address health problems before they worsen. Investing in preventive care also reduces emergency room overload and physician burnout. Pass comprehensive insurance approval reform: As Governor, Ford will build on progress made during the legislative session to reform the prior authorization process so that Nevadans don’t have to wait months for treatment when they’re sick. Ford will work with the Legislature to develop a broad bipartisan proposal to ensure patients get access to care when they need it, including prohibiting the sole use of artificial intelligence to deny prior authorization requests. Grow our health care workforce: Nevada doesn’t have enough doctors and nurses, and the shortage is hitting rural communities the hardest – leaving families waiting weeks for appointments or driving hours for care. As Governor, Ford will take a different approach by expanding training pipelines, recruiting health care workers to practice in Nevada, and keeping experienced nurses and physicians from leaving the state. That means more providers on the ground, faster access to care, and a health care system that actually works for Nevadans, no matter where they live. Protect Medicaid: Medicaid is the health insurer for roughly 1 in 4 Nevadans, and it covers 60% of nursing home residents, 39% of children, and 42% of births. Trump’s cuts are projected to kick 100,000 Nevadans off of the program, with a particularly devastating impact in rural areas of the state where hospitals are already struggling financially. As Governor, Ford will continue to fight back against Trump’s dangerous agenda and work with state agencies to identify opportunities to mitigate the impact for Nevadans who will lose coverage.&nbsp; Rural health care: As Governor, Ford will work with the Congressional delegation to provide grants to increase investment in Non-Emergency Medical Transportation (NEMT) to create easier access to health care facilities, especially in rural Nevada. He’ll also fight tooth and nail to keep rural hospitals open so families aren’t forced to drive hours just to fill a prescription or see a doctor. Section 2: Tackle Medical Debt and Protect Nevada Patients from Predatory Practices170,000 (7.2%) Nevada adults report having medical debt in a given year. Polling from the Kaiser Family Foundation found that people with medical debt are more likely to skip or delay care, cut back on necessities like food and clothes, or take money out of college or retirement savings. Even Nevadans with health insurance struggle with medical debt because of the excessively high cost of health care. As Governor, Ford will work to forgive existing medical debt and lower the cost of medical services to prevent debt from accumulating in the first place. PBMs are pocketing billions of dollars in rebates and discounts for prescription drugs while Nevada patients are left paying full price. As Attorney General, Ford urged Congress to reform PBM practices. As Governor, Ford will continue to push for PBM reform so that savings are passed to patients, not big corporations. Cancel Medical Debt: As Governor, Ford will work with medical debt nonprofits to relieve debt for Nevadans whose annual income is at or below 400% of the federal poverty level or the medical debt owed is 5% or more of their annual income. With every $1 erasing $100 in medical debt on average, this partnership will relieve the burden of debt that’s crushing thousands of Nevadans across the state. Crack down on PBMs: PBM middlemen are responsible for negotiating drug prices, receiving billions of dollars in rebates and discounts that could reduce the cost of brand medicines by 50% or more. Instead, they pocket these savings for their own profits, forcing patients to pay based on full price. As Governor, Ford will sign legislation to require PBMs to pass money from these rebates directly to the patients they intend to benefit. Ban medical debt reporting to credit agencies: Nevada recently passed AB343, which bans hospitals from reporting medical debt if the hospital doesn’t follow state price-transparency laws. As Governor, Ford will take this measure further with a ban on reporting medical debt to credit agencies. Capping interest rates: As Governor, Ford will explore capping interest rates on medical debt at 3%. Take action against scammers: Between 7% and 14% of all health care expenditures are improperly made, according to government estimates. As Governor, Ford will work with the Attorney General to crack down on excessive pricing and fraudulent medical billing, just as he has done himself as Attorney General. Empower Nevada Medicaid to investigate fraud claims: As Attorney General, Ford cracked down on efforts to exploit the Medicaid program that serves so many Nevadans in need of care. Right now, Nevada Medicaid has to wait for a request for a hearing on fraud claims before investigating. As Governor, Ford will expedite the process and further deter fraud by allowing Nevada Medicaid to proactively initiate investigations without waiting for a hearing request first.

As Attorney General, Ford has held big drug companies accountable for poisoning our communities, winning more than $1.2 billion in opioid settlements. As Governor, Ford will address predatory practices by Pharmacy Benefit Managers (PBMs) who pocket profits from prescription drug discounts and rebates instead of passing those savings on to help Nevadans afford their medications. Ford will also work to relieve medical debt and address causal factors by implementing a debt relief program and by cracking down on price gouging and fraudulent medical billing.
